Volkswagen is intensifying its efforts in autonomous driving technology within the Chinese market, a strategic maneuver aimed at accelerating its development timeline and bolstering its competitive stance. The German automaker’s dedicated automated driving division, CARIZON, based in China, is strengthening its collaboration with Horizon Robotics. This partnership is designed to leverage Horizon Robotics’ artificial intelligence models to rapidly advance Volkswagen’s own sophisticated self-driving capabilities.
This push includes a focus on both Level 3 autonomous driving, where drivers can temporarily disengage from operational control, and Level 4 technology, which envisages fully driverless robotaxis. Volkswagen has outlined plans to introduce its initial Level 3 autonomous vehicles to the Chinese market by 2027. These particular models are expected to allow drivers to cede full control to the vehicle under specific conditions, primarily on motorways. The company anticipates commencing deliveries for these Level 3 cars in the latter half of next year. Furthermore, Volkswagen intends to roll out Level 2++ technology vehicles in China this year, which will offer assisted urban driving features capable of managing traffic lights, stop signs, roundabouts, and automated turns.
According to Volkswagen CEO Oliver Blume, this strategic direction is crucial for enhancing the company’s competitiveness within China and for opening up new avenues in various international markets. Beyond its work with Horizon Robotics, Volkswagen has also forged a significant alliance with Xpeng, a prominent Chinese electric vehicle manufacturer. This collaboration aims to solidify Volkswagen’s regional market position and facilitate the development of a new electronics platform specifically for its Chinese models. This platform is expected to integrate seamlessly with the AI-assisted self-driving technology. The company also foresees this integration as a pathway to exporting more vehicles from China to Central and Southeast Asia, as well as the Middle East, thereby increasing the adoption of its advanced systems in these regions.
The landscape for German automotive manufacturers has been particularly challenging in recent years. A confluence of factors, including declining sales, evolving European regulatory frameworks, and the widespread impact of the COVID-19 pandemic, have created significant headwinds. The rise of Chinese auto manufacturers, especially in the electric vehicle sector, has added considerable pressure. These domestic competitors have often demonstrated a faster pace in technology deployment for mass-market vehicles, with several Chinese cities already featuring operational fully driverless robotaxi services.
Moreover, the complex dynamics of EU-China trade and tariff relations have exacerbated the situation. China has, in recent years, curtailed numerous benefits previously extended to German automakers like Volkswagen, Mercedes, Audi, and BMW, which have manufacturing operations in the country. These benefits once included incentives such as more affordable land and reduced tax rates. Against this backdrop, European companies find themselves under increasing pressure from China’s rapid technological advancements in vehicle production. Simultaneously, a growing segment of European consumers is gravitating towards Chinese EV brands such as BYD, attracted by their relatively more accessible pricing, contemporary designs, and advanced features. This competitive environment contrasts with instances where some European marques, like Mercedes-Benz and BMW, have paused their Level 3 offerings in certain flagship models after an initial, albeit brief, introduction. Volkswagen itself has faced considerable scrutiny recently, including discussions around a potential historic restructuring plan that could involve substantial job reductions and the closure of several plants in Germany.
